Studying abroad in buenos aires or in santiago?

Hi, i was thinking for my second year of university of studying abroad in South America. The options i have are either Santiago, Chile or Buenos Aires, Argentina. Which city would be better for a 19 year old girl to live and study in? Which city is more interesting, or has friendlier people? I already studied abroad in Costa Rica for my grade 11 year in highschool, so i already speak Spanish. :) Any details or information on either of the two cities would be great! Thanks!
