Were Scottish people well known for being recruited for the Royal police force? (why named "Scotland Yard"?)?

The textbook I read said when the Federal Investigative police force was created, they didn't have funding for new buildings, so they moved into offices at what had been a Live Stock Slaughter House called Scotland Stock Yard. The headquarters became known as Scotland Yard based the name of the location. Later when the agency moved to better quarters, the name stuck with them.
