Argentina or Chile for study abroad?

I'm a high school senior looking to study abroad and have these options, a year in Vina del Mar or Buenos Aires. I love the big city, love the beach/surf and currently live in Los Angeles so I'm used to the city. If you've been to these places it'd help a lot with some input. Thanks
