Where to study abroad?

I'm studying abroad in Fall 2011 since I'm a senior this year in HS. To tell you about myself, I'm from Los Angeles, love the big city and love the beach. I surf a lot and want a clean, cool place to study abroad. I'm looking at Vina del Mar in Chile, Cadiz or Barcelona in Spain, and Buenos Aires in Argentina. If you've been to any of these three, I'd appreciate a response. Thanks
