My Central Air Conditioner is running but not cooling. Just replaced capacitor immediately prior to this.?

I'll try to include a lot of details. It seems everything is running. The Capacitor blew up earlier this week (literally, exploded the top off) and was replaced on Wednesday. Since then, the machine is blowing out only slight cooled, if not cooled at all air. The big line gets cold when I start the unit, but goes back to a standard temperature within a minute. Pressure was somewhere around 66 / 200, about 20 ounces of Freon was added (4.88lb total capacity). There is a much greater than usual amount of drippage from the PVC drain pipe. Could not see any obvious signs of icing over upstairs or outside. Fourth of July weekend...this sucks.
